The Alabama Bureau of Pardons and Paroles denied parole to four men serving time for crimes committed in Butler and Crenshaw County during hearings held on July 26-27 and Aug. 1-2.

Richard Marion Carlile, 49, was denied parole in a July 27 hearing. He is currently held at the Hamilton Aged and Inform Center (HAIC), serving a life sentence for attempted murder and first-degree rape from an April 2004 Crenshaw County conviction.

Doris Hancock with VOCAL, Attorney General’s VSO Jackie Fowler, and Second Judicial Circuit District Attorney Charlotte Tesmer’s VSO, Anna Findley, addressed the board to oppose Carlile’s parole. Carlile’s hearing date was not reset by the board.

“I’m very pleased that he did not make parole,” Tesmer said. “He needs to serve his time in the penitentiary, based on the circumstances of the crime that took place. His victim is still living with the trauma of that event.”

The board denied parole with no reset date for the hearing to Corey Bradley, 37, on July 26. Bradley is held at the Bullock Correctional Facility, serving a 20-year term for a Butler County murder conviction in January 2013 and a concurrent 15-year term for a 2013 second-degree robbery conviction.

Several stakeholders appeared before the board to oppose Bradley’s parole request including his victim’s son, Nabrandion Jackson, the victim’s children’s mother, Nykeiliya Jackson, Victims of Crime and Leniency (VOCAL) representative, Doris Hancock, and Attorney General’s Victim Services Officers (VSO) Sarah Green. 

On July 26, the board also heard and denied the parole petition of Thomas Kelly, 59, who is housed at Easterling Correctional Center, serving a 97-month term for an October 2022 distributing a controlled substance conviction in Butler County.

Kelly’s mother, Gracie Kelly, and his uncle Earlie March petitioned the court to approve Kelly’s parole request, but the board denied him parole without resetting his next hearing date.

Prior to Kelly’s current conviction, he served a 5-month, 29-day sentence for a 1996 Butler County conviction for second-degree assault.

On Aug. 1, the board heard and denied the parole petition of James Irving Bozeman, 57, who is serving a 16-year term at Frank Lee Work Release Center for a May 2021 Butler County conviction for first-degree theft of property, third-degree burglary, and unlawful breaking and entering of a vehicle.

The board heard 35 parole petitions on July 26, denying 30 and continuing five. Another 15 inmates submitted pardon requests. The board granted pardon to eight, denied three, and continued four.

Another 35 inmates petitioned for parole and were considered by the board on July 27. Three were approved, 30 denied, and two were continued. The board also heard 13 pardon petitions, granting six and denying seven.

On Aug. 1, the board held 30 parole hearings, denying 27 requests and continuing three. Pardon hearings were held for 14 inmates and the board granted six, denied four, and continued four pardon petitions.
